Early Life and Tribal Background
Abdul Kabir was born in Afghanistan’s eastern Paktika province and belongs to the influential Zadran tribe, a prominent Pashtun tribal group. Although specific details about his birth date and early life remain limited, he received religious education in Islamic madrasas. There, the conservative Deobandi interpretation of Islam deeply influenced him. This ideological foundation later aligned him with the Taliban’s hardline views and helped shape his future role in the movement.
Role in the First Taliban Regime (1996–2001)
During the Taliban’s first regime (1996–2001), Abdul Kabir served as Governor of Nangarhar province and later took on the role of Deputy Prime Minister for Political Affairs. In these positions, he managed internal administration and coordinated political activities. He often mediated between the central Taliban leadership and regional commanders. Kabir earned a reputation as a relatively pragmatic official and reportedly supported diplomatic efforts in the late 1990s, including attempts to gain international recognition for the regime.
Time in Hiding and Continued Leadership
After U.S.-led forces overthrew the Taliban in 2001, Kabir went into hiding along with many senior Taliban figures. Even while underground, he continued to participate in the Taliban’s Quetta Shura (leadership council). There, he helped shape the group’s military, political, and organizational strategies during its insurgency against the U.S.-backed Afghan government. His tribal connections and longstanding influence within the movement enabled him to retain a key role in Taliban leadership.
Return to Power and Role in the New Taliban Government
When the Taliban regained power in August 2021, Abdul Kabir took on the role of Deputy Prime Minister for Political Affairs in the interim government formed in September. In this position, he oversaw domestic governance and political matters. In 2023, when Prime Minister Hasan Akhund reportedly became ill, Kabir assumed the duties of Acting Prime Minister. This promotion elevated him to one of the most powerful roles in the Taliban government.
Kabir has led efforts to secure international recognition for the Taliban regime. He has also engaged in diplomatic outreach aimed at easing sanctions and obtaining humanitarian assistance. While the Taliban continues to face global condemnation for its human rights policies—especially on women’s rights—some observers view Kabir as a more moderate and pragmatic figure within the leadership.
