Early Life and Judicial Beginnings
Mr. Chogyal Dago Rigdzin joined Bhutan’s civil service in June 1990. He steadily advanced through judicial ranks, reflecting his dedication and expertise.
Rise to Chief Justice
In 2015, he was appointed Chief Election Commissioner of Bhutan. On June 11, 2020, His Majesty the King granted him Dakyen and appointed him as Chief Justice of Bhutan. He led the Supreme Court for a transformative five-year tenure, notably launching judicial innovations such as the Time-Bound Bench, Grievance Cell, and an enhanced Media & Communication Unit.
Judicial and Institutional Reforms
Under his leadership, the judiciary made significant strides: Created the Judiciary Strategic Plan 2022–2032 for future reforms. Introduced a Time-Bound Bench to expedite complex cases. Strengthened judicial autonomy by officially delinking the Judiciary from the Royal Civil Service Commission. Established formal judicial cooperation with India, signing an MoU with the Supreme Court of India in 2024.
Interim Head of Government
Following the dissolution of Bhutan’s National Assembly ahead of elections, Rigdzin was named Chief Advisor (equivalent to Acting Prime Minister) on November 1, 2023, serving until January 28, 2024. During this time, he ensured continuity of governance and neutrality, preparing the country for fair elections.
