Early Life and Education
Li Qiang was born on July 23, 1959, in Rui’an, Zhejiang Province. He grew up during the Cultural Revolution and started working in a factory as a teenager. After China restored its education system, he studied agricultural mechanization at Zhejiang Agricultural University (now Zhejiang University). He later earned a master’s in business administration from Hong Kong Polytechnic University. His technical and managerial background shaped his technocratic leadership style.
Political Rise in Zhejiang
Li joined the Chinese Communist Party (CCP) in 1983 and began building his career in Zhejiang, one of China’s most dynamic provinces. He rose steadily through local ranks and served as chief of staff to Xi Jinping during Xi’s time in Zhejiang. This close working relationship strengthened Li’s political rise and built lasting trust between them.
Provincial Leadership and Reform Record
Li held major leadership roles across provinces. As Governor and later Party Secretary of Zhejiang, he promoted private business and innovation. In Jiangsu, he focused on industrial upgrades, pollution control, and regional integration. In 2017, he became Party Secretary of Shanghai. There, he expanded the Free Trade Zone, drew foreign investment, and launched the STAR Market—a tech-focused stock exchange.
Appointment as Premier (2023–Present)
In March 2023, Li Qiang became Premier of China, replacing Li Keqiang. His promotion broke precedent, as he hadn’t served as Vice Premier before joining the Politburo Standing Committee. Xi Jinping elevated him due to personal trust, making Li the closest-aligned Premier to the General Secretary in decades.
As Premier, Li leads the State Council and directs economic planning, policy enforcement, and administrative tasks.
