Role as President and Head of SLORC
Saw Maung served as President of Myanmar while also acting as Chairman of SLORC. He exercised executive authority and directed both civilian administration and military operations. He declared martial law in many regions and used the armed forces to suppress opposition. At the same time, he promised political reforms and stated that the military would eventually transfer power to an elected government. His leadership combined strict military control with public assurances of future democracy.

As president, Saw Maung focused on maintaining stability and unity. He prioritized law and order and viewed political dissent as a threat to national security. His government organized the 1990 general elections, which demonstrated his willingness to introduce electoral processes. Decline of Power and Removal
Over time, Saw Maung faced internal challenges within the military leadership. Differences of opinion and concerns about his health weakened his position. In 1992, fellow generals removed him from power and replaced him with Senior General Than Shwe. This transition occurred without public unrest, reflecting the tightly controlled nature of military politics in Myanmar. After his removal, Saw Maung withdrew from public life.
