Yevhen Kyrylovych Marchuk was born on January 28, 1941, in the village of Dolynivka in the Kirovohrad region of Ukraine. He grew up during a difficult time marked by World War II and the postwar rebuilding period. Despite these hardships, he pursued higher education and demonstrated strong academic ability. Marchuk studied at Kirovohrad Pedagogical Institute, where he focused on languages and humanities. His education helped him develop analytical thinking and communication skills that later proved valuable in his government career.

After completing his studies, Marchuk began working in the Soviet administrative system. His career quickly moved into the security sector, where he developed experience in intelligence and government operations. This background shaped his future political role and gave him a deep understanding of national security issues.

Rise in Politics and Security Leadership

During the final years of the Soviet Union, Marchuk held several important positions within state security organizations. When Ukraine declared independence in 1991, the newly formed government needed experienced administrators to build national institutions. Marchuk emerged as a key figure during this period.

In 1991, he became the first head of the Security Service of Ukraine (SBU), the country’s main intelligence and security agency. He helped organize and strengthen the institution during its early years. His leadership emphasized professionalism and the protection of Ukraine’s sovereignty.

Marchuk’s success in the security sector increased his political influence. In 1994, President Leonid Kuchma appointed him First Deputy Prime Minister. Marchuk also served in several important government roles. He worked as Secretary of the National Security and Defense Council and later became Minister of Defense of Ukraine from 2003 to 2004.
