Introduction to Prime Ministers of Bhutan
Bhutan transitioned to a democratic constitutional monarchy in 2008, introducing the role of Prime Minister as the head of government. The Prime Minister leads the executive branch, chairs the Council of Ministers, and is elected by the National Assembly through democratic elections. This position holds the responsibility of setting national policies, supervising government ministries, and guiding Bhutan’s development in line with its unique philosophy of Gross National Happiness.

Role and Responsibilities
The Prime Minister plays a vital role in policy-making and implementation. He or she ensures that laws passed by Parliament are carried out effectively, oversees national development programs, and represents Bhutan in international affairs. In addition to internal governance, the Prime Minister engages with foreign governments, builds partnerships, and promotes Bhutan’s interests abroad. The role requires strong leadership, accountability, and a deep respect for the country’s culture and values.
Interaction with the Monarchy and Other Institutions
While Bhutan remains a monarchy, the King does not directly interfere in day-to-day governance. The Prime Minister works closely with the King, the National Assembly, and other state institutions to maintain a balance between democratic rule and traditional authority. Policies are shaped through dialogue and consultation, ensuring harmony between elected leaders and the monarchy. This cooperation helps maintain national unity and stability.
Former Prime Ministers
Since 2008, Bhutan has had several Prime Ministers. Jigme Yoser Thinley served as the first democratically elected Prime Minister from 2008 to 2013. He focused on foreign relations and strengthening Bhutan’s democratic foundations. Tshering Tobgay served from 2013 to 2018 and emphasized transparency, good governance, and sustainable development. Lotay Tshering, a medical doctor by profession, held office from 2018 to 2023 and introduced reforms in health, education, and public service.
Current Prime Minister: Tshering Tobgay
As of 2025, Tshering Tobgay is serving again as the Prime Minister of Bhutan. He returned to office after leading the People’s Democratic Party to victory in the most recent elections. Tobgay brings experience, having previously served from 2013 to 2018. His current priorities include economic revival, youth employment, environmental conservation, and digital transformation. He remains committed to preserving Bhutan’s unique identity while adapting to global changes.
